I say The Fame did. Gaga and RedOne are the reason that dance music became mainstream (at least in the modern mainstream world). The album got certified Diamond; it's sold over ten million records worldwide. The influence of that record and Gaga herself are epic and everybody who denies that are fooling themselves.
Blackout is a fantastic album nevertheless. I just have hard time listening to it, mainly because of Britney's state back in 2007, it's quite uncomfortable.

Blackout had more influence with sound of future pop while The Fame and gaga actually brought pop BACK to the forefront. Both were influential
You realize that there was more than one pioneer, right? Blackout wasn't even Britney's first dabble into EDM-infused pop; it just heralded a huge change in the sound of Top 40 radio.
