Compare the caps from WDIGMT to Beyonce's from Cadillac Records. They look the same age. And you can't use the "Beyonce was supposed to look bad" excuse because Janet wasn't glammed up for that scene either.
Generally, of course, Janet looks older than her. But not by much. The only reason I bring that up is because I know you Bey stans like to say she looks like a teen.
