Now are those stats true. if so, then his message is geared towards them.

Trump wasn't speaking to black people, he was speaking to "not racist" suburban whites who want to feel better about voting for an open bigot, as well as his white supremacist fans who want their stereotypes of black people being uneducated and unemployed validated. It's not a coincidence that he's made all of these speeches in towns with basically no black people.
