Because that didn't actually happen, that wasn't even what was being symbolized.
Any super bowl performance is going to have a massive amount of viewers and be talked about, it's literally a given. No matter who it is. VMA performances that are talked about years later are a dime a dozen, the majority of performances every year are cute and good but not really talked about later on.
Gaga's performance seemed to be more effective. Katy's was a fun, entertaining half time show but nothing about it was really impactful, standout worthy, etc (other than Left Shark, the only memorable thing about it according to NFL). Obviously more people in the GP were exposed to Katy's, but that doesn't meant it is more important.
