You can come anytime form June to even mid-september, weather will be nice. if you don't like a **** ton of tourists then I even recommend coming at the end of august/start of september. sea temperature is usually around 25-27c around here, which is not cold

beaches are not in the center of the city, they're more on the outskirts, but they're well connected with city buses. Try to avoid Taxis if you can, you won't get mugged or anything, it's just they're expensive af.
Definitely visit the Brijuni national park, those are some gorg islands. Rovinj, Poreč, Motuvun, all beautiful towns.
There are two water amusement parks near poreč, Aquacolors and Istralandia. I'd recommend the first, if that's you're thing. If you like EDM festivals, there are two at the end of august - Outlook and Dimension. In the first half of July, theres Pula Film Festival, which has been going on for 64 years. While it indeed is a nice experience to watch movies under the stars in 2000yo roman amphitheater, those movies are usually some croatians trashy dramas so w/e.
edit: oh yeah, alcohol is cheap and basically everyone from 16-25 is drunk every thursday, friday and saturday. cheers.
