At least in my city, uniforms were implemented to avoid people cutting class and entering/loitering other schools. Also, uniforms are a good way to save money, instead of putting money away for a different outfit everyday, especially those who have multiple kids in school.
As for unisex uniform, it already exists. Dickies and a polo shirt can be worn by either gender.

This. A kid will get bullied for wearing the same pants to school everyday but nobody is gonna bully him for wearing the same uniform.
