The country doesn't provide money to a sport unless the sport has some success, but for the most part sports can't have success unless they have some funding. It's an awful circle, but it is possible for this to all change. For example, Dipa Karmakar was the first gymnast from India to qualify for the Olympics, but she was training in awful situations until she won a bronze on vault at the Commonwealth Games in 2014. After that, they finally started to provide funding for gymnastics and paid her way to train for Rio. She qualified for event finals and finished fourth so I'm sure they'll start providing more funding for the sport until at least the 2018 Commonwealth Games.
