They just don't care to focus on that like China. + their communist (authoritarian) government is really putting Sports/Olympics in the forefront in the last two decades.
Many reasons, but most comes back to $$ (or the lack thereof)
In terms of income per capita, India is still really poor. Unlike in other countries with a strong sporting culture, sport (except maybe cricket) isn't really seen as a viable way out of the 'poverty cycle'. The focus is, instead, on education.
Also the fact the government doesn't fund sports, does not help. In general, they lack facilities, coaches, equipment etc to be good at the Olympic or Commonwealth Games.
They don't have the 'face' culture of China so aren't too concerned with how they're viewed by other nations.

Yup! India and Pakistan don't focus on sports besides cricket.
It's kinda weird. Pakistani-Americans overwhelmingly love Basketball, but none of them make it to the NBA cause Education/studying is always the motive.
