It's not even a promo single, it's a buzz single.
A promo single (more commonly known as an instant grat track these days) is a song released from an album in order to help
promote album sales by drawing interest to what the album may have in store outside what's played on radio.
A buzz single is usually a non-album single which is released to create buzz surrounding the artist themselves and/or another product (such as a film*, television series etc.)
*Not to be confused with a soundtrack single, when an actual album is released as well.
So "Rise" is a buzz single because it was released to create buzz for Katy and the Olympics, but it wasn't released in promotion of KP4 (this was confirmed upon release).
