The Dutch has a solution. Because of extensive renter's rights, there aren't much people wanting to be a landlord. Thus if you want to rent, you sign up on a waiting list and after waiting for a while they send you offers. The state disperse minorities over the country to prevent getto forming.

Not really compatible with the American way of doing things.
