Black people factually can't swim though. Not ALL of them but African Americans were deprived of the pool and thus the generation known as grandparents and parents aren't teaching their children because they don't know how to also. Because in America it is also not a priority in the United States where swimming pools were installed and vastly popular at a time when black people were not treated equally.
Depends on how it's said as to whether someone would take offence though, I'll agree to that.

While 40 percent of white children were found to have low or no swimming ability, the same was true for nearly 70 percent of black children, according to a recent survey by USA Swimming, the governing body of competitive swimming in the United States.
Latino children also lag behind in their swimming levels, with 58 percent at low or no swimming ability.
