it's created by CHART PERFORMANCE. So like for example if Carrie sold 10 millions in one week, went #1 and dropped out next week, then she's below Miranda who's #1 in 2 weeks selling 10k copies each week
It's a flawed method

Saying it's by chart performance doesn't explain this to me any better.
Billboard had Fearless as #5 on their all-time charts, but it's not top 10 here? "Breathe" was the biggest hit of 2000 something, but barely made this list? "You're Still the One" and "How Do I Live" are famous for spending months at #2 on the Hot 100, but aren't listed at all? IDGI.
To see the institutional sexism laid out like this.
Did they leave out crossover singles? You'd think How Do I Live, You're Still The One, Love Story, 9 to 5 would be here...
Kinda makes sense Our Song is Taylor's one appearance. It's Her biggest non-crossover hit on the format.

METHODOLOGY: The Greatest of All-Time Top Country Artists, Songs and Albums rankings are based on weekly performance on Hot Country Songs (from its Oct. 20, 1958 inception through June 4, 2016) and Top Country Albums (from its Jan. 11, 1964 inception through June 4, 2016). Titles are ranked based on an inverse point system, with weeks at No. 1 earning the greatest value and weeks at lower spots earning the least. Due to changes in chart methodology over the years, eras are weighted differently to account for chart turnover rates over various periods. Artists are ranked based on a formula blending performance, as outlined above, of all their Hot Country Songs and Top Country Albums chart entries.
