Of course not. Just because these artists were in their prime 40 years ago doesn't mean they are legends today. They have impact but not enough success or acclaim/recognition to be considered legends (especially Joni).
A legend is an artist who has strong sales, strong acclaim and strong influence. If you don't have all 3 of those things then you can't really be considered a full legend.
So yes that means artists like David Bowie and Cher are not full blown legends but people like MJ, Whitney and Beyonce are.

But everyone of the past was respected. It's only nowadays where young artists aren't respected. Maybe David Bowie was a legend in the UK I hear his stats there are great but everywhere else he is not very popular. Same with Cher (minus Believe/her acting career).
