It's a US-China co-production, with a screenplay written by Americans, and a largely American crew.
Not to mention the project was proposed and developed by four American producers. The Chinese came onboard later. It makes financial sense to have a Chinese partner for a film shot entirely in China, aiming at Chinese box office.
