May be streaming wasn't this huge back then when Billboard started to use the formula. But things are different now. A song that #1 on streaming could easily overtake a #1 song on radio and a #1 song on digital sales. It proves that streaming is weighted more than radio and digital sales.
I agree that streaming is more active but somehow it doesn't present for the whole demographic as i think older people don't really stream a song on the internet. They listen to songs on their favourite radio stations while driving.
Radio is passive but somehow most of Americans are still using it. Meanwhile, people pay more money for a song when they download it on digital retailers. In other words, artist who is #1 on digital sales is able to make GP pay more for their song instead of streaming it with a much lower cost on Spotify or Apple Music.
Therefore, there components are just as important and should be weighted more equally
