Katy had one of her biggest tours with her last album while gaga didn't
Katy created smash hits that rival those of her early hits & her TD hits, while gagas didn't compete at all with her previous ones.

Yes they have seen a drop in commercial success - but Katy's no where near as big, and it even picked up in other areas of her music career - so what did Katy do differently?

The only risky thing Gaga ever did was the Jazz album. ARTPOP, TFM & BTW are all electronic pop albums, nothing risky about that.

Gaga's last era, Cheek To Cheek, helped her public image, went #1, won a Grammy, gave her opportunities and opened doors that enabled her to perform in front of tens of millions at the Super Bowl, at the Oscars, at the Grammys.

Helped establish her as a real singer / musician and not just a pop star.

She also performed at the Baku 2015 Games, which is huge :

Gaga's last era definitely did a lot for her image and upped the chances at having longevity.
It's not all about #1s, Beyoncé is the biggest star in the world in 2016 and hasn't had a #1 in years.
The same Max Martin and Dr. Luke production will only take Katy so far, esp as a pop star approaching her mid 30s.
