That's not the point he's making though. The problem is that many people falsly use their culture as a way to JUSTIFY these actions. The Australian man in your example would be universally criticized as disgusting, and sentenced to a proper jail sentence for his crime. But other countries will justify acts of rape, murder and discrimination in the name of "culture"
