They are just not labeled as "refugees" by these countries because they are not signatories of the United Nations Refugees Convention. According to Reuters, Saudi Arabia had received nearly 2.5 million Syrians since the conflict erupted apart from providing 700 million dollars in humanitarian aid. They also host political asylum seekers from different nationalities (600,000 Burmese, 1,000,000 Yemenis, 50,000 Iraqis) and have actually granted some of them permanent residence. Of course, not many western news organizations have reported about this because they don't want to paint the Islamic world with anything positive.

That basically means we have to take their word as truth. I'm not sure I'm convinced when the article states that they've been given free healthcare among other amenities. Also, I find it strange that no members from Saudi Arabia or other GCC countries on ATRL actually discuss interacting with these "refugees" like most European members here have. I'm not convinced. Maybe they've taken in wealthy Syrian families that had the financial capability to escape the war by funding their own travel to the Gulf. I'm not sure.
