This makes no sense because someone who referenced Uncharted as being inspired by TR would obviously have to be aware of the pre-reboot TR games because they came after Uncharted.

This is true, but Uncharted was also heavily influenced and inspired by the original Tomb Raider formula. They just took a more cinematic approach and modernized it and that was about it. There's a reason Uncharted was called "Dude Raider" when it was first released.
ROTR is using the same double exposure effect but in blue.
