I'm confused. Why isn't she officially nominated?

She did not write it.

Apparently they don't nominate producers

She only wrote 10% of the lyrics. You need to write 20% of the lyrics to be eligible for an Emmy nomination and possibly an Emmy win. Kind of weird a bit, the way a person delivers and sings the lyrics is still very important and should be taken into consideration in my opinion. Yes, it's too late for Gaga's case but for future cases. Plus, she produced all the song lol.
