You can't prevent an attack like this. Any lunatic can take a truck and murder people. Homegrown terrorism on the other hand is the effect of years of liberal policies that ruined France. Something like this can't be solved in a few months.

Sky News saying the terror threat post-Paris was due to be lowered at the end of July. So in line with @Chemist's comments upthread, if they're at the highest level of threat and events like this can still happen... What's happening there.
