It's simply a badly worded tweet. Like I said, Zayn's never been the most eloquent with his words. It's not that hard to deduce what he's talking about here though, unless you're purposefully looking for a reason to be offended.
He's saying it's not really about police brutality because it actually all stems from racial inequality and the way minorities are treated in society, so that's the real issue (which is correct to an extent, though I wouldn't personally agree that police brutality isn't an issue at all. But it's his opinion, and it's a valid point tbh)
