North Korea is a terrible place; but North Koreans generally don't face the daily possibility of having their entire village slaughtered, their women and girls raped, and/or have various body parts chopped off for use in tribal rituals. All of the problems of North Korea are probably present in many sub-Saharan African countries (extreme poverty, starvation, totalitarian regime, extreme government censorship, etc.), but I don't think North Korea has the problems of dysfunctional government, warring rival tribes, armed warlords, extreme religious militants, kidnapping, human trafficking, sexual slavery, genocide, and various widespread disease epidemics as many countries in sub-Saharan Africa do. Plus the life expectancy in North Korea is much higher than that of most African countries.
