Of course she's not banned - they're just a bit pressed and upset. Most Chinese don't even understand why they "hate" the Dalai Lama, they just know he's an enemy of the state. Just like they don't understand Taiwan wanting independence and they hate people for that, they just don't think outside of nationalism.
