It's part of the problem, but it's more vast than that.
1146 police murders in 2015 : 581 whites (2.93 per million), 306 blacks (7.27 per million), 195 hispanics/latinos (3.51 per million), 24 asian/pacific islanders (1.34 per million) and 13 native americans (3.4 per million) + 27 unknown.

Yes, black men are disproportionately affected, but it's an issue that kills hundreds of people of all races every year.
Also, based on 6 month figures, it looks like all rates will decline in 2016...except for Native Americans who could actually have the highest rate this year.
