Pegasus creates the Crisis Compact, allowing her to instantly transform into Super Sailor Moon without the need of the Holy Grail, since Mistress 9 destroyed it.
Moon Gorgeous Meditation is confirmed to be Sailor Moon's strongest offensive attack in the entire series, according to a chart of power levels that Toei released during the 90s.
Her back bow is also much smaller and lavender instead of translucent - I think this makes her SuperS form more agile.

Without all 9 senshi gathered, Usagi can't summon the grail. That's why Pegasus creates the Crisis Compact for her, allowing her to transform directly into the Super form without the need of the senshi.
This is her strongest form until the senshi return, at which point the Holy Grail is upgraded and transforms her into Eternal Sailor Moon.
Long story short, the Dream/SuperS form is stronger because it doesn't need to rely on the Holy Grail in order to grant her strength - the brooch she uses has enough power as it is and the Kaleidoscope is stronger than the Heart Rod. The Heart Rod couldn't kill any of the Dead Moon Circus monsters, and therefore, she received the upgrade.

In the anime, for Moon Gorgeous Meditation, she always needs two people to active it's power, Chibi Moon to ring the bell to summon Pegasus, then she can use MGM. So, to me, that looks like she's weak and helpless without Chibi Moon because she cannot use her attack (except Tiara). While for Rainbow Heart Ache, she can do it all by herself without any help. In the Dream arc (manga), she is definitely stronger because she didn't need everyone's power to become Super. Also, I feel like she could defeat the Circus Monster if she still had the Chalice and use the Rainbow version of the attack.

About your first two posts, I agree. After skimming through the last few episode of the original anime, Hotaru is the original Messiah, but I still feel like Sailor Moon was lowkey another Messiah too.
The chart's not dumb, they just need to update it tbh and make it more precise. I feel like Tiara strength should be lower because post the first half of Classic, it was basically useless.
My memory is really rough with SuperS, but didn't in the beginning (like first 3 episode), Chibi Moon & Moon were both "using" Meditation together, so I assume to bring out Mediation full strength, both needs to be present or use together (hence, why I think they could kill the big bad in SuperS movie). I still think 90s Meditation is weaker to Rainbow, but the manga version (Meditation) seems stronger because she actually kill (or tried) to Queen Helena with it? While the 90s version left her scratchless.
