Shock value doesn't work when it's really, really desperate. The "Famous" video comes off as really, really desperate, so no one cares. Caitlyn Jenner posing nude for Sports Illustrated comes off as really, really desperate, so no one will care. There's plenty of desperate shock value examples from female pop musicians, too, that the general public didn't care about.
When shock value is done right, it is always rewarded with attention and conversation.
Why would they care ? Everybody knows that artists that don't have anything to say and doesn't release good material try to make some buzz.
