Skyrim and Red Dead Redemption have gorgeous music. They're the only video game soundtracks that I've ever bought.

Two tracks are tied for my all time favourite:
Dreams of a Shore Bordering Another World from Chrono Cross
- So beautiful, sad, relaxing, all while maintaining the island theme of the game.
Phenandra Drifts - Metroid Prime
- So mysterious, ambient, and beautiful.
Plus:
Terra from Final Fantasy VI
You Can Hear the Cry of the Planet from Final Fantasy VII
J-E-N-O-V-A from Final Fantasy VII
<- probably my favourite battle theme ever.
The Man with the Machine Gun from Final Fantasy VIII
The Place I'll Return to Someday from Final Fantasy IX
Biotope from Virtue's Last Reward
