Beyonce doesn't have talent or versatility to make pop radio music.
The only kind of music she can do (urban oriented) was a thing during the 2000's and is currently a fad trend in the U.S. about to end, hence her only hit this decade being Drunk in Love, a trap&B song.
XO, Pretty Hurts, Formation, Sorry, Hold Up were literally Pitbull songs if Pitbull were a pop girl, they all bombed.
