Everyone's heard of at least Doctor Who. I mean the 50th Anniversary has broken TV records GLOBALLY.
But everyone's also heard of Harry Potter as well (I don't even need to explain the impact)
I'd say Doctor Who. More generations have grown up with it, my 70 year old grandmother and people show knows, know it back to front, and so does my 6 year old Sister and some of her friends.
Doctor Who also has a larger audience (as lots of Christians refuse to watch Harry Potter to this day).
Also, because the Doctor is forever changing, it's timeless.
If Doctor Who had a theatre production out now, you best believe it would be leaving the UK, and would be much more talked about.
harry potter, i dont even know what dr who is, although i think its one of those things that you should know about since ive definitely heard the name before
Harry Potter has cross-generational appeal and tons of children/teenagers grew up with it. I find that Doctor Who is less accessible for some reason, at least in Canada, you have to be specifically searching for that series. I can't speak for their impact on other countries.

Harry Potter. It's very global and cross-generational. Doctor Who was relatively confined to the UK until recently, and even then it's presence in America isn't comparable to Harry Potter. Love both, though.

Even my dad who is as unplugged from pop culture as a person can get without living in a cave, knows Harry Potter. Can't say the same for Doctor literal Who
Doctor Who only became relevant when David Tennant was the Doctor and peaked with that Matt guy.
On the other hand, EVERYONE knows Harry Potter. One of the highest grossing films ever. Every book has sold at least 50M with the first one selling 100M. The author is a billionaire while the brand itself is worth $15B.
