I think the weight being densely concentrated over a small area might be why? Not sure tbh. There is a similar but much less severe problem with the south-east of England sinking due to all the infrastructure concentrated in one place and comparatively so little to counterbalance it in Scotland, rural areas etc.
At least it sounds like they have identified something to slow down the sinking.
