Well it had a lot going against it...
- The song didn't go for adds.
- It was the lead single off the "Best Of" which was not promoted at all.
- It didn't go to iTunes for months after it's video release & premiere.
- It was coming off a flop single that also didn't go for adds ("Stranger.")
"Stranger" was different from what radio was playing at the time. The adds date & a radio promo tour could have helped the song do very well though. It had the potential. But because of it's not being supported by the label, it didn't make a dent. This in turn hurt "Reach Out" because to radio it was as if Hilary had released "With Love" & hadn't released anything after. Considering "With Love" peaked around April/May on radio, & RO didn't even premiere until it's video release date on October 28, 2008, that was pretty damaging. Radio most likely wouldn't have played it anyway because of how much of a joke the "Best Of" was & how professionally managed her music career (in terms of what they were sent to play, etc) had been up to that point.
Not to mention, the final edit that made it on the album & video was so overproduced. It was as if a computer had recorded the song in the first place. Then of course, it could have been too different from what Hilary has done, but there was just to much going against it for it to do well anyway.
