Rihanna overall has the most "iconic" career. Bigger music, bigger celebrity (at least right now), more consistent.
Gaga had great peaks but even her most "iconic moment" Meat dress pales in comparison to Rihanna's CFDA gown or Met Gala 2015 looks. Two looks that are still being discussed and talked about in multiple fashion publications.
