Ummm we know how the individual in the Orlando case ended up on the watch list. He telegraphed it and FBI was unable to stop him from getting weapons of any kind or even regulating the sale of military grade fire arms at gun shows. Both of these bills are supported by 85+ percent of republicans and democrats but congress thinks they know better than the people who will be the victims of votes.
