Although they're a minority, there are Puerto Ricans and other Latin Americans who retain European ancestry. It's possible that he has non-white ancestors, but it's probably just as much as your average white American, Briton, Australian, etc.

Yes you're right he may be almost or completely european in origin but in Puerto Rico he is just seen as Puerto Rican. IDK why ATRL member would decide to bring his race into it. I look whiter than him and yet I never grew up any different than any other Puerto Rican regardless of skin color.
