What do you expect Florida to do, kill all their alligators? They're probably the most common animal here, Disney can't control every alligator that makes it's way into a lake. The lake this happened in stretches out of Disney property, so it's no one's fault, just a sad incident.
why would you let your two year old wade thorugh the water on his own though, thats really irresponsible, especially when there are gators around and a sign that says no swimming.
