how come when you go to the most viewed videos of all time section in youtube it doesnt have gaga or avril on there???

Are you talking about Billboard with regard to streaming points? Youtube is international so a large amount of the views for Bad Romance will have come from outside the US, that may be why they don't factor youtube views for the Hot 100.
