You don't let a 2 year old child run around just like that.

I have a younger brother who is 6 years old and I always hold his hand when in public. You just don't let them go that easily, children are children, they are curious about everything.
Your child is your child, you should keep BOTH of your eyes glued on him, Disney had put the warning signs, the thing is not everyone seems to read and keep them in mind.

Why is there no fencing or barriers if the lagoon is out of bounds?

I'm assuming that the boy entered or was near the water because they rarely attack on land.

It took a lot for the keeper to excite the alligator I saw the other month. The rest were stationary.

They're one of the world's oldest creatures. Sad so many had to die. They're very historic.

I would say its both, mostly the parents though. Disney should definitely invest in some better alligator detection squads though, cause its a bit ****ed that an alligator can be roaming free around a family theme park.

If I have to place blame, it would be on the parents. Disney has plenty of NO SWIMMING signs posted at the lagoon.

"NO SWIMMING" doesn't carry the same kind of importance as "DANGER: ALLIGATORS," but still.
