They started working on Skyrim pretty much right after Oblivion was released. I'm sure they've been doing the same since Skyrim was. Like with the general plots, where, and all that. And then they'll start working on the game world when they have the free time.
I think it'll be out sooner than expected. Because 8/9 years is crazy. That's like going from 4th grade to senior year of high school.

Maybe. If they're starting the preproduction right now or after the remastered Skyrim's release date, I'd say to expect an announcement sometime in late 2017 or early 2018 with a release date in Q4 2018 or 2019. On the other hand, if they started it sometime during last year, then I would say a 2017/18 is on lock.
The thing is that last gen was the longest console cycle ever in gaming. Almost 9 years onwards in terms of games being constantly developed and release. For a game like Elder Scrolls to take 3-5 years to be developed is a reasonable expectation in comparison; plus you have Fallout 4 being one of Bethesda's early games released for the new generation.
