Scary? Definitely. Jump Scary? Yes, but to a much lesser degree than TC1. That's the bigger difference...while TC1 was a glorious MESS in the sense that literally all of hell had come forth to snatch the family with their own jump scares, in this one, there's a slow but very effective burn kind of entity. Worth sequel? Absolutely. It's a refreshing take on horror and the film keeps a very open mind that could validate skeptics, believers, agnostics etc all at the same time.
As terrifying as the first one? Depends on what your definition is of that word. IMO TC1 and TC2 are two different takes on what can scare us, and the great part is that both takes work! The first one throws us everything at us that it can while the second one builds and depends on the Warren's relationship being tested by perhaps not as many entities as in the first film, but somehow more effective.
