I think what should happen is that people should send in songs for every category that they feel should be nominated for a Grammy, and then the judges would deliberate on who should go to the nomination process.

Maybe then, the actual winners could be based on votes from the community? Although if that's the case, it'd be a matter of who was the friendliest with everybody.

Not necessarily. The perception of a song can change by the end when all songs have been graded. A 7.9 song in the early rounds isn't necessarily better than a 7.6 song in the later rounds.
