No, that's not an "industry win." Imagine if your job started paying you scraps and then told you to suck it up because it's better than nothing and it's "the future."
Drake may get 2.5 mil which is a lot, but for most artists not on that level, they're hardly getting paid anything. This harms new and indie artists quite a bit.
