Nah. They just didn't pay to join NSS and would've had to add a point-of-sale business practice, both of which would have cost them millions to do so. You'll notice huge disparities in certifications and Nielsen Soundscan because those club sales and Tower Records (the second biggest music seller in the U.S. when NSS was released) were not counted by NSS.

What are your estimates for her certifications under the new RIAA rules (i.e. 1,500 streams [including VEVO] = 1 shipment, 100 track sales = 1 shipment)?
I'd guess:
DIL - 6x Platinum
B'Day - 5x Platinum
I Am...Sasha Fierce - 5x Platinum
4 - 3x Platinum
BEYONCE - 4x Platinum
Lemonade - Platinum
And literally all of them should be 200-300k away from the next level of a certification
