I currently reside there and in at least 5/7 emirates, ladies can walk in the street wearing whatever they want as long as it doesn't expose half of their bodies or something (and the same doesn't go for the beach of course).
Hijab is only a problem in Saudi Arabia and a bit of a sensitive matter in Qatar and Yemen. Everywhere else, no one has any rights to tell women what to wear around their heads.
