And it was Victoria who really shaped the British Empire. Elizabeth was still ruling England and imposing harsh religious laws against Catholics. Elizabeth didn't even rule over an empire but a kingdom with a failed colony.

Also it's not like England won the war over Spain. It ended in a status quo.

Overall Victoria was one of the greatest monarchs in history.

The US is not as global as it used to be. They care less and less about the problems of the rest of the world, which made Putin's Russia a superpower once again.
