Homosexuality in France has been legal since the Revolution over two centuries ago (https://en.wikipedia.org/wiki/French_Penal_Code_of_1791). It predates French colonialism in Africa. Therefore I don't see how French colonialism could have negatively impacted Africa in that regard.
