Whitney and Janet i suppose. I don't really think you can consider Britney and Xtina her competition because they weren't really competing to appeal to the same audience. I doubt the people who were stanning Britney and Xtina during their debuts would have given Madonna a second glance at the time
I think if Whitney didn't have her personal troubles she'd probably still be the biggest pop girl of the 80s/90s period. I Look to You has outsold Hard Candy, MDNA, and Rebel Heart and HC had a WW hit.
This was tough but I picked Mariah partly because of the animosity between them. (she had her shook) We all know Madge loathes competition so from a career perspective I would say Whitney was one of her biggest rival given the time where at her peak Nippy was big in the 90's with MLIYL going the R&B route.

imo it was Whitney or Janet. I think Mariah is overall seen as the main rival to her, but she debuted almost a decade after Madonna.
