ARTPOP was literally a victim of timing. It has actually sold better than Anti. It only was viewed as a failure because of comparison to other high profile Q4 releases. It's the same reason Rihanna was going to release Anti this past fall before she realized Adele would make her look like a failure.

I consider all 9 of them to be main pop girls, with the cultural relevance increasing as you move up the tiers.
These 9 girls represent females in pop music this decade. People like Pink and Britney have seen success this decade, yes, but I think the bulk of their cultural significance happened last decade so I'll lose them as icons of the 00s. Which Beyonce is as well, but her star power is much more significant now than last decade.

Streaming has compromised sales in 2015 and 2016. ARTPOP was released when albums from big names still sold 1M, and not just a select few. Let's also not forget that 1.4 million copies of ANTI were given away and it still sold over half of ARTPOP sales. And ARTPOP being a victim of timing? It was released in the 4th quarter of 2013, right before the holidays. That's the best time for new releases.
