Is Unapologetic what Artpop should be compared to, not Anti?

Artpop: Lady Gaga's 4th album
Isn't it much more fair less unfair to compare a 7th album to a 4th album?

Artpop: released in a sales-dominated climate
Anti: released in a streaming-dominated climate
Anti, unlike the other two, was released after sales had been murdered by streaming. It has every reason not to sell as well as Artpop, while the same doesn't go for Unapologetic and Artpop.
So what do you think? Should the Monsters stop comparing Anti to Artpop?
Either way, in the end of the day, Rihanna is in a better state of her career than Lady Gaga, and 1 million albums worldwide is still by far better than being a tribute act.
