Quite frankly, it's not.
One, you would need a large database containing high quality scans of terrorists and it would/should only be able to report a terrorist if a face matches up. In theory, that could work. However, I don't see how they're going to be able to get all the photos to go in the database for the algorithms to actually notice anything. Also, facial recognition technology isn't entirely there yet in terms of perfectly identifying an individual.
But, based on the descriptions, it's just going to use stereotypes of what a terrorist looks like which isn't accomplishing anything remarkable.
